    Compliance Specialist

    As part of the Lycoming and greater Textron Systems Legal Department, you will be part of a dedicated and diverse team of in-house attorneys and professionals. In this position, you will report to Textron System’s Ethics and Compliance manager and work in conjunction with the Global Trade Compliance teams.  The Compliance Specialist will be based in Williamsport, Pennsylvania (100% in office) and will play a key role in building and driving our Ethics, Compliance, and Global Trade programs by managing strategic and operational initiatives.  

    The position primarily supports Lycoming’s ethics and compliance activities across a broad range of topics including anti-bribery & corruption risk management, Ethics investigations, and compliance program efforts and may have overlap into the larger Textron Systems E&C Program deliverables. Will proactively support all export and import compliance matters for Lycoming. S/he will interact with employees at all levels and will work both independently and with other members of the business and members of the Legal, Contracts and Compliance staff on a variety of interesting international trade compliance matters.     • Review and approve Foreign Visit Notifications and conduct restricted party screenings

    ·       Review and direct shipping request to the appropriate personnel

    • Review and approval of commercial invoices and shipping process and coordination of freight forwarder requirements
    • Perform other compliance activities as determined by the Manager of Export/Import Compliance

    Ethics and Compliance Responsibilities

    • Conduct Foreign Corrupt Practices Act (FCPA) due diligence reviews of businesses and individuals operating across the globe through outlined policy steps including document gathering, application reviews, Restricted Party Screening, media searches, and red flag clearing 
    • Provide administrative support for systems and controls designed to mitigate bribery and corruption risk, money laundering risk, and general compliance efforts related to the management of third parties 
    •  Monitor existing partnership agreements for expirations and complete reviews on time while identifying applicable risk and escalating to leadership where appropriate
    • Conduct fact-finding and pre-investigation of matters, collaborating with others on investigations, supporting the E&C manager in investigations pertaining to potential violations of Company policy and applicable laws, and assist with ethics investigations raised through the Textron Help-Line and other reporting channels
    • Draft compliance communications on timely and relevant topics and create content for intranet site
    • Support overall E&C training initiatives by conducting live training to employees on a variety of E&C related topics
    • Prepare professional, high quality and detailed due diligence reports to properly and completely document findings
    • Assist with compliance special projects as needed, with the ability to work in a fast-paced, constantly changing environment
    • Coordinate with the Textron Corporate Ethics & Compliance team as required.

    Requirements

    ·       At least 4+ years of relevant work experience

    • EAR compliance experience, with progressively more complex responsibilities, as well as working knowledge of Import and Customs Regulations and ITAR required.

    ·       Good analytical, strategic thinking and business acumen including interacting with all levels of personnel within the company

    • High integrity and a commitment to ethical practices

    ·       Ability to understand and follow corporate policies and guidelines

    • Strong interpersonal oral and written communication skills and must have strong intercultural and interpersonal sensitivity
    • Must be comfortable navigating ambiguous situations and adept at influencing teams and leaders without direct authority.
    • Must have the ability to competently manage multiple, competing priorities and to work independently as well as part of a team

    Job Summary 

    Working with cross-functional commodity teams, the Non-destructive Testing (NDT) Quality Engineer is responsible for all NDT activities at Lycoming and evaluating/ approving external supplier NDT processes when necessary. These activities include establishing Quality System, Procedures, and Techniques for Magnetic Particle Inspection, Penetrant Inspection and Radiography. The NDT Quality Engineer will be responsible for NDT training and testing according to industry and Lycoming standards. Be responsible for conducting internal and external supplier quality system and process assessments and improvements.

    Responsibilities to Include:

    ·        Develop NDT procedure(s), techniques, calibration methods, equipment evaluation for Magnetic particle Inspection, Penetrant Inspection and Radiography.

    • Develop NDT personnel training, testing methods and required administration.
    • Evaluates Special processes at external and internal suppliers.
    • Conducts supplier audits to quality standards and in support of supplier selection and improvement.
    • Drives effective root cause analyses and corrective action. Spearheads process improvement activities at supplier facilities.

    • The ability to direct supplier management teams during any phase of the product life cycle and should have above average experience level in maintenance, repair, operational, computer, and capital procurements. 
    • Lead all aspects for Master Scheduling, Material Planning, Production Control, Warehouse Management, Shipping, and Receiving.
    • Experienced in all aspects of commercial contracting.
    • Action oriented capable of leading effective people, process, and performance transformation
